새해에 만난 이민의 길동무 더그 포드 수상 > 오피니언

통합과 혁신으로 포용하는 따뜻한 정치지도자

성탄과 송년을 지내며 저마다 바쁘게 세밑을 역사의 뒤안길로 보내고 2024년 새해를 맞이했다. 어느새 한 해에서 또 다른 한 해로 넘어가는 길목에서 우리를 둘러싼 만남과 기억들을 소환해 본다. 지금은 지난 한해 행복했던 수많은 만남과 추억, 아팠던 기억, 그리고 저마다 소중한 추억들을 서랍 속에 간직할 시간이다. 생각만 해도 가슴이 따뜻해지는 이민의 길동무들과 만나 기쁨을 서로 나누며 힘차게 떠오르는 내일의 태양을 바라본다. 광야와 같은 이민생활의 길동무들과 함께 하나로, 미래로 힘차고 씩씩하게 2024년 새해의 힘찬 발걸음을 내디디려고 한다.  

한카 이민역사 65년을 맞이하는 새해의 다짐이 퇴색하기 전에 우리는 온타리오주에 사는한인동포들의 권익을 위해 적극적으로 보살피고 도와주었던 우리 한인들의 길벗인 더그 포드 온주 수상을 잊을 수 없다. 더그 포드 수상은 비록 한인과는 전혀 다른 언어와 문화를 기반으로 하지만, 늘 소수민족들의 복리 증진을 위해 통합과 포용의 정신으로 분열이 아닌 국민통합을 이루어야 한다는 정치적 소신을 펼쳐왔다. 통합과 성장을 통해 살기 좋은 복합문화주의 온타리오를 만들기 위해 그가 기울인 노력과 업적이 어떤 것들이 있는지 아래와 같이 살펴보려 한다.   

1. 맥주/와인 판매 자율화 추진

한인사회 편의점 업계의 오랜 염원이 현실화되어 2026년 1월부터 편의점에서 맥주를 판매할 수 있게 되었다.

2. 무궁화요양원 라이센스 이전 허가

한인사회 유일한 장기요양원인 무궁화요양원이 성공적으로 한인사회에 복원되었다. 이는 receivership이 타민족에게 넘어갔다가 아리랑이 인수 성공한 것인데, 조성준 장관이 노력을 기울여 준 결과 주정부가 한인 동포들에게 라이센스 이전 최종 허가를 부여했기 때문이다. 조성준 장관의 노력이 큰 성과를 거둔 것이다.

3. 라이센스 플레이트 갱신료 캔슬

매년 100~200달러에 달했던 자동차 번호판 갱신료를 없애서 주민들의 부담을 경감시켜주었으며, 앞으로도 플레이트 리뉴얼 수수료는 없을 예정이다.

4. 노인복지 증진

2023년 높은 인플레이션으로 힘들어하는 저소득층 노인들을 위해 주정부 보조금인 GAINS(Guaranteed Annual Income System)을 2배로 증액했다. 이로써 노인들은 연간 약1천 달러 이상의 추가 지원을 받게 되었다.

5. 저소득층 노인들을 위한 무료 치과 프로그램 시작

2019년부터 매년 10만여 명의 저소득층 노인들이 무료 치과 혜택을 받아왔으며, 최근 연방 치과 프로그램에 흡수될 예정이다.

6. 개스 택스 일부 감면

고물가 시대와 연방정부의 탄소세 부과로 상승하는 기름값 대응을 위해, 개스 택스 중 주정부 소관 부분에서 리터 당 10센트를 받지 않기로 결정했다. 이 결정은 2024년 6월까지 계속될 예정이다.

7. 주정부 그랜트 확대

보수당 정부 집권 이래 소수민족을 위한 많은 정부 보조금이 할당되었다. 많은 한인 단체들이 처음으로 주정부 그랜트를 수혜받을 수 있게 되었다. 

8. 역대급 규모의 교통기반 마련 공사 시작 

온타리오 라인 지하철 노선, 영라인 리치몬드힐 연장, 쉐퍼드 라인 스카보로 연장 등 대대적인 지하철 프로젝트 추진으로 온주민들의 삶의 질 향상을 도모했다. 하이웨이 413 신설로 401에 편중된 교통체증 해결 노력등 덕 포드 수상이 이룬 공적을 우리는 잊어서는 안될 것이다.

자고로 정치인은 견리사의(見利思義), 즉 자신의 이익보다는 사회정의를, 그리고 소수의 약자를 위해 헌신하는 것을 소명으로 삼아야 한다. 덕 포드는 그런 면에서 이민생활에서 상대적으로 타민족에 비해 열악한 환경에 처한 한인동포들을 위해 보이지 않는 곳에서 큰 힘이 되어준 인물이다. 더그 포드 온타리오주 수상은, 조성준 토론토 시의원이 온타리오주 보수당 주의원으로 출마했을 때, 모금위원장인 필자와 더불어 선거본부장으로 합류해서 선거승리에 큰 도움을 준 정치인이다. 그는 주수상으로서 조성준 주의원을 노인복지부 장관으로 발탁했다. 그리고 이웃집 아저씨 같은 따뜻한 마음으로 한인들에게 도움이 되는 다양한 정책을 쏟아내는 더그 포드 수상에게 지면을 빌어 깊은 마음의 감사를 전한다.

A warm political leader who embraces integration and innovation

Everyone is busy sending their days behind the scenes of history and celebrating the new year of 2024.  As we are embracing new year, I summon the many encounters and memories of the past year. Whether it is happy or painful memories, just thinking about each precious memory in my drawer makes my heart warm. On the road of our lives, We meet with fellow immigrants, share our joy, and look at the hopeful rising sun of tomorrow. United with our contemporary friends through the wilderness-like immigrant life, We plan to take a powerful step into the bright future.

Before the New Year's resolution to mark 65 years of Korean Canadian immigration history fades, we must once again honor and reflect on Premier Duck Ford's achievements and help for Korean immigrants. He is a guide for Koreans and actively cared for and helped us for our rights and interests. We can't forget Doug Ford. Although Premier Doug Ford is based on a language and culture that is completely different from that of Koreans, he has always expressed his political conviction that national unity, rather than division, should be achieved in the spirit of integration and inclusion to promote the welfare of ethnic minorities. Below we will take a look at the efforts and achievements he has made to create a multicultural Ontario livable through integration and growth.

1. Beer and wine sales in convenience stores

The long-standing wish of the convenience store industry in the Korean community has become a reality, with convenience stores, starting in January 2026, allowed to sell beer and wine.

2. Mugunghwa nursing home license transfer approved  

Rose of Sharon nursing home, the only long-term care home in the Korean community, has been successfully restored to Korean community. This is a successful acquisition by a charity Arirang after the receivership had been transferred to another ethnic group. Followiing Minister Raymond Cho's efforts, the provincial government granted final permission to transfer the license to Korean community.

3. Cancellation of license plate renewal fees 

The license plate renewal fee, which used to cost $100 to $200 every year, has been eliminated to reduce the burden on residents, and there will be no plate renewal fees in the future.

4. Promoting welfare for the elderly people

In 2023, GAINS (Guaranteed Annual Income System), a provincial government subsidy, was doubled for low-income seniors suffering from high inflation. As a result, elderly people can annually receive additional support of over $1,000.

5. Start of free dental program for low-income seniors 

Since 2019, approximately 100,000 low-income seniors have received free dental benefits every year, and recently It will be absorbed into the federal dental program.

6. Partial gas tax reduction 

In an era of high inflation and in response to rising gas prices due to the federal government's carbon tax, the provincial government decided not to collect 10 cents per liter of gas tax. This decision will continue until June 2024.

7. Expansion of provincial government grants 

Since the Conservative government came to power, significant government grants have been allocated to ethnic minorities. Thus, many of Korean charity organizations became able to receive these grants for the first time.

8. Construction of the largest-ever transportation infrastructure 

The quality of life for residents was improved by promoting large-scale subway projects such as Ontario Line subway, Young Line Richmond Hill extension, and Sheppard Line Scarborough extension. We should not forget the achievements of Premier Doug Ford, including his efforts to resolve traffic congestion concentrated on 401 with the construction of new Highway 413.

In all times and places, politicians should make it their calling to be virtuous, that is, to devote themselves to social justice for the underprivileged rather than to their own interests. In this respect, Doug Ford is a person who provided great support behind the scenes for Korean Canadians who were in a relatively poor environment compared to other ethnic groups. Doug Ford is a politician who joined as the head of campaign headquarters along with me, the head of fundraising committee, when Toronto city councilor Raymond Cho was running for MPP, and helped him win the election. As Premier, he selected MPP Raymond Cho as Minister of Senior Welfare. I would like to take this opportunity to express my deepest gratitude to Premier Doug Ford, who, like a warm-hearted neighbor, is pouring out a variety of helpful policies for ethnic minorities like Korean-Canadian community.
